the press at the moment refuses to do a timely and unbiased debate on the policy in a central locatioin this is a major blow to the enlightenment of the public.
above this would be a debate on what are the areas of national life that are in need of legislation the most
and the second would be a debate on what should be the aims of legislation in those areas deemed to be the most in need of attention.
the paper proposal would be the third or fourth after anothe level of brainstorming forms of legislation to mee the aims a public consultation on ideas for solutions to the aims which may or may not need legislation
